Traffic Rules and Regulations

The following regulations have been designed by the Traffic Committee to provide maximum use of the existing facilities as well as for the safe movement of pedestrian and vehicular traffic. The committee—composed of representatives of the student body, faculty and administration— meets periodically and makes recommendations on parking rules and regulations and traffic safety issues. These regulations apply to the regular academic calendar year, September through August, but are subject to change as conditions warrant.

Motor Vehicle Registration

  1. All University faculty, staff and students and others who work on campus who operate or park a motor vehicle of any kind (car, truck, motor scooter or motorcycle) on campus (day or evening) must register their vehicle(s) through the Parking Services Portal in GullNet.  The Portal is located in the External Links tile in GullNet.   Campus is defined as any property owned, leased or operated by SU.
  2. Vehicles parked on any campus property must be registered for a valid permit within two business days after the start of the academic year and on the first day of the Spring semester.
  3. All vehicles and permits must be registered in the name of the person who will be operating the vehicle on campus.
  4. A fee based on parking assignment will be assessed to all individuals registering their vehicles. Vehicles registered for only the summer semester will be assessed a reduced fee.
  5. The motorcycle registration fee is not discounted unless purchased with a full priced student or employee permit.
  6. If there is any circumstance in which a registered vehicle is sold or replaced due to an accident, the driver must immediately add the new vehicle information through the Parking Services Portal and remove the old vehicle.  Parking Services is not responsible for the updating of vehicle information and will issue citations if the information is not updated or updated accurately.
  7. If a temporary vehicle is brought to campus, the permit owner must update the permit with the temporary vehicle and then remove the vehicle when no longer needed through the Parking Services Portal.
  8. Permits are valid the first day of the Fall semester and expire the weekend before the following Fall semester. Ex: 8/28/23 – 8/24/24
  9. The purchase of a parking permit  does not guarantee a parking space.  Lack of space is no excuse for parking illegally. WRITTEN PERSONAL NOTES PLACED ON THE VEHICLE WILL NOT BE HONORED.

Parking Permits - Students

  1. One valid permit will be issued per registrant; permits are not transferable. All permits must be purchased via the Parking Service Portal. The responsibility for accurately entering the vehicle information (including license plate) and for properly displaying the permit (license plate) rests with the individual who was issued the permit. A permit is valid only when displayed properly by facing the driving lane to allow scanning by the LPR system.
  2. Students of Wor-Wic Community College and the University of Maryland Eastern Shore (UMES) with proper parking permits from those institutions may park only in East Campus parking lots Monday-Friday between 7:45 a.m. and 4:45 p.m.
  3. Students who have a valid handicap placard and identification card or license plate must purchase a parking permit commensurate with the permit charge they could purchase based on their credit hours. If the permit purchased is not a Main Campus permit, please bring the handicap placard and identification card to Parking Services located in Holloway Hall Room 219 to verify the correct parking accommodation is issued. All students displaying a handicap placard are also required to register & purchase a valid SU parking permit for the designated lot. Disability accommodations that are needed without a handicap placard/license plate, will be referred to the Disability Resource Center. The DRC and Parking Services will work together to make sure the necessary parking accommodations are made.
  4. If a temporary vehicle is brought to campus, the permit owner must update the permit with the temporary vehicle and then remove the vehicle when no longer needed through the Parking Services Portal. Failure to add the temporary vehicle to the permit may result in the issuance of a citation.
  5. During the summer, students with a valid purple, orange or evening permit may also park in any parking space/lot designated for student parking on the main campus. Students registered for only the summer semester must purchase a summer parking permit.
  6. Vehicles that are improperly parked because of a flat tire, dead battery, etc. must notify University Police and Parking Services immediately.  The vehicle will need to be moved to the correctly assigned parking lot within one business day.

Parking Permits - Employees

  1. The faculty/staff permit is allowed to have up-to three registered vehicles. However, the permits may  not have another employee’s or any student’s vehicle registered on it. The responsibility for properly displaying the permit rests with the individual who was issued the permit. A permit is valid only when displayed properly by facing license plate toward the driving lane to allow scanning by the LPR system.
  2. If a temporary vehicle is brought to campus, the permit owner must update the permit with the temporary vehicle and then remove the vehicle when no longer needed through the Parking Services Portal. Failure to add the temporary vehicle to the permit may result in the issuance of a citation.
  3. Spouses/Partners of faculty and staff who drive registered vehicles may park where faculty and staff park but may not be parked on campus at the same time another vehicle registered to the permit are parked on campus. Children of faculty and staff who are students at the University shall register their vehicles as students and park in student lots. Employees are not allowed to add their student’s vehicle to their permit.
  4. Employees of Wor-Wic Community College and the University of Maryland Eastern Shore (UMES) with proper parking permits from those institutions may park where faculty and staff park.

Medical Permits

Individuals with a medical condition may obtain a special permit from the Parking Services Office allowing them to park in spaces reserved for the medical permit holders. Requests must be accompanied by a physician’s note stating the length of time (must be less than 30 days) the special permit will be needed. Anyone with an injury that requires a permit for a longer timeframe must apply for a temporary handicap parking placard through the MVA. For more information visit:  .

Visitors

  1. Bona fide visitors  MUST register for a free visitor parking pass. (Note: You are not a visitor if you are currently a registered student or employee.)
  2. Visitor parking passes are available free of charge online at    or through the Parking Services webpage.
  3. Visitors to campus and those attending events on campus may park in the Visitor lot beside Holloway Hall (off of Camden Avenue) or any legal space designated for red, green, or orange permits. Visitors may also park in the Parking Garage located on Wayne Street. Visitors may not park in any space designated for Service Vehicles.
  4. Visitors are responsible for all parking violations on campus. Visitors ticketed for "Failure to Register Vehicle" and wanting to appeal the citation must appeal  within 10 days of issuance through the    The first ticket for this violation may be appealed, please include a copy of your driver’s license and vehicle registration in the appeal.  Visitors are responsible for payment or adjudication of any subsequent citations they receive while on campus.
  5. Visitor Permits are reviewed daily to verify if a permit is for a bona fide visitor. If a permit is found to be for a student or employee – the permit will be cancelled.

Parking Assignments

  1. Parking assignments will be as follows:
    1. Red permits - faculty, staff and other non-student workers on campus. Lot C, Lot F, Lot G, Lot H, and Maggs Gym lot are for red permits only. Each of the other lots has designated areas for red permits. Fee: $120
    2. Green (Main Campus) permits - available on a first-come, first-served basis factoring in class standing and space availability for resident or commuting students with 30 or more credits, graduate students and members of the Institute for Retired Persons (IRP). These permits allow parking in Lot A, Lot B, Lot D, Lot E, Lot J, Lot L, Scarborough Student Leadership Center lot, the Parking Garage, East Campus lots and the designated area of the Asbury Church lot (Dogwood Drive). Fee: $120
    3. Purple (Parking Garage) permits - available on a first-come, first-served basis factoring in class standing and space availability for resident or commuting students with 30 or more credits. These permits allow parking in the Parking Garage and East Campus lots. Fee: $100
    4. Orange (East Campus) permits - freshman students (less than 30 credit hours) or anyone eligible to purchase a green or purple permit that prefers to park in the East Campus lots. These permits allow parking in the Avery Street lot, Wayne Street lot, the designated rows of Asbury Church, and the East Campus Complex lot. Fee: $85
    5. Blue (Evening ) permits - students or employees that are only on campus in the evening
      (4:45 p.m.-7:45 a.m..). These permits allow parking in the East Campus lots, Parking Garage or on the main campus after 4:45 p.m. except the Maggs lot. Parking in the Maggs lot is from 4:45 p.m.- 6:30 am. Fee: $45
    6. Leadership Giving - These permits allow parking in any legal space designated for red, green, orange and blue permits. They do NOT allow parking in spaces designated “reserved”.
    7. Motorcycle - These permits allow parking in any legal space in lots designated for student or employee parking. Fee: $120 (Note: The registration fee is discounted when purchased with a full-priced permit. Fee: $5)
    8. Summer permits - These permits are for students registered for only the summer semester. This permit allows parking in Lot A, Lot B, Lot D, Lot E, Lot J, Lot L, Scarborough Student Leadership Center lot, the designated area of the Asbury Church lot (daylight hours only), Avery Street lot, Wayne Street lot, Parking Garage and the East Campus Complex lot. Fee: $30
    9. EV/Hybrid – These permits are specifically for EV/Hybrid vehicles and must be purchased in person with the Parking Services office.  These permits are offered to both Students and employees.  Parking is allowed in any charging station or specifically marked EV parking spaces in Lots B, C, D, F, & H.  Proof of registration and EV/Hybrid status must be provided at the time of purchase.  Fee: $95
  2. In the gravel lots, parking spaces are indicated by cement bumpers. If a vehicle is not parked in front of a cement bumper, it is in a no-parking area.
  3. Spaces marked in each lot will be reserved for handicapped only. A special permit from the Motor Vehicle Administration (MVA) or handicapped plates are required, as well as a valid SU parking permit for the designated lot.
  4. Between 4:45 pm and 7:45 am any registered vehicle with an orange, purple or blue permit may park in all Main Campus lots except the Maggs lot. Parking in the Maggs lot is from 4:45 pm until 6:30 am
  5. There will be unrestricted parking on weekends in all lots except signed and reserved parking spaces.
  6. These rules and regulations will apply to any new parking area that the University may acquire.

Wayne Street Parking Garage

  1. The Wayne Street Parking Garage is available for staff, faculty, and students who have a current red, green, purple or motorcycle parking permit. Orange and blue permit holders may park in the garage between 4:45 pm and 7:45 am. The entrance to the garage is located on Wayne Street.
  2. Security cameras are installed in the garage, and security personnel are available to assist patrons.

Electric Vehicle Parking

Electric Charging Station spaces are reserved for electric vehicles only and the vehicle must be actively charging.  Charging stations are located in Lots B, C, D, F, & H.  There are spaces designated for EV & Hybrid vehicles that do not need to use a charging station in Lots F & H.  To park any EV designated space (with or without a charging station), the vehicle must be registered for an EV/Hybrid parking permit.  Students or employees may purchase an EV/Hybrid permit.  EV/Hybrid permits will be assigned to one vehicle.  If an employee has additional vehicles, they may purchase a second Red permit at a discounted price of $5.

Traffic Regulations

  1. All motor vehicles are subject to University regulations while on the campus. The University assumes no responsibilities for loss or damage to private property.
  2. Pedestrians in a designated crosswalk have the right-of-way at all times. (Transportation Article, 21-502 a2 of The Annotated Code of Maryland).
  3. The maximum speed limit on campus is 10 miles per hour. During the change of class and in areas of pedestrian traffic, vehicles must be driven slower.
  4. Vehicles will not be permitted to be driven on sidewalks with the exception of service/maintenance vehicles. All others must be approved by the University Police.
  5. Any area on the campus that has been closed off by the use of barricades or other traffic control devices shall not be entered by any vehicle.
  6. Motor scooters are NOT permitted on sidewalks; however, mopeds, bicycles, skateboards, in-line blades, golf carts and Cushman-type vehicles are permitted on sidewalks as a form of transportation. They must be operated in such a way as to not damage any University property or create a safety hazard to the operator or any other person. Note: Maryland Vehicle Law defines a moped as "a bicycle that: (1) is designed to be operated by human power with the assistance of a motor; (2) is equipped with pedals that mechanically drive the rear wheel or wheels; (3) has two or three wheels, of which one is more than 14 inches in diameter; and (4) has a motor with a rating of 1.5 brake horsepower or less and, if the motor is an internal combustion engine, a capacity of 50 cubic centimeters piston displacement or less. "A motor scooter is defined as" a non-pedal vehicle that: (1) has a seat for the operator; has two wheels, of which one is 10 inches or more in diameter; has a step-through chassis; has a motor with a rating of 2.7 brake horsepower or less; or if the motor is an internal combustion engine, with a capacity of 50 cubic centimeters piston displacement or less; and (5) is equipped with an automatic transmission."
  7. Motor scooters, skateboards and roller blades are NOT permitted in the pedestrian tunnel.
  8. A person driving or otherwise in charge of a motor vehicle may not leave it unattended until the engine is stopped, the ignition locked, the key removed, and the brake effectively set. Fine: $70. (Transportation Article 21-1101. A of The Annotated Code of Maryland).
  9. No motor scooter shall be parked, stored or left in the following areas: in any lobby, hallway or room of any building; on any building access or egress; chained or otherwise locked or attached to any handrail, tree, bush, door, signpost, bike rack, telephone pole, lamppost, fence, or other object not maintained or designated for the purpose of securing motorized cycles.

Bicycle Regulations

  1. Bicyclists are subject to Maryland State traffic laws while riding on campus.
  2. No bicycles will be permitted to park or drive on the grass or landscaped areas of the campus.
  3. Bicycles can only be stored on a ¾ÅÐãÖ±²¥ provided bicycle rack.
  4. No bicycles shall be parked, stored or left in the following areas: in any lobby or hallway and chained or otherwise locked or attached to any handrail, tree, bush, door, signpost, telephone pole, lamppost, fence or other object not maintained or designed for the purpose of securing a bicycle. Bicycles that are not appropriately stored are subject to immediate removal at the owner’s expense.
  5. Items such as bicycle, locks, chains, helmets, wheels, etc., left on racks for over 72 hours may also be considered abandoned and subject to impoundment.
  6. Bicycles must be removed from campus at the end of the spring semester (move-out day).
  7. The SU Police Department will collect all abandoned bicycles at the end of the spring semester; the week following move-out. Abandoned bicycles that remain unclaimed for one year and one day after the original date of impoundment will be disposed of or sold by the University.

Golf Carts

Golf carts are prohibited for all students. University offices and departments must seek prior approval.

Skateboard and In-Line Skates Regulations

The use of skateboards and skates is specifically barred from the pedestrian tunnel, picnic tables, insides of buildings, brick or cement walls, ramps, stairs, loading docks, etc. Stunts or tricks are prohibited. Violators of this policy will be identified by a University Police officer. First violation will result in a written warning and restitution for any damage. Second violation shall result in a fine, confiscation of skateboard/skates and restitution for any damage. If the violator is not in possession of proper ID, the skateboard/skates may be confiscated until the officer is assured of the rider’s identification.

Operating Policy For All Service and Maintenance Vehicles

  1. Loading/unloading deliveries:
    1. All vehicles must use the access roads to the designated loading and unloading areas.
    2. No vehicle will be allowed to park on the access roads to the loading areas.
    3. Loading areas and docks will be kept clear at all times except while loading or unloading.
  2. No vehicles will be permitted to park or drive on the grass or landscaped areas of the campus.
  3. No vehicle should operate at a speed of over 10 miles per hour.
  4. Parking in no-parking or yellow curb areas is prohibited at all times.
  5. Parking is prohibited at all times in designated fire lanes (Title 8, Chapter 8.12 of the ¾ÅÐãÖ±²¥ Municipal Code).

Violations

  1. Any permit fraudulently displayed or if a vehicle is observed with a counterfeit permit. Fine-$100.
  2. Multiple Vehicle Violation – if a permit has multiple vehicles registered to it, only one vehicle may be parked on campus at a time. $80
  3. Plates Out Violation – not parking the vehicle with the license plate facing the driving lane. $80
  4. Failure to properly register a vehicle with the Parking Services Office by a student, faculty, staff member, visitor, or other worker on campus. Fine-$80.
  5. Handicap spaces are specifically reserved for vehicles with handicap license plates or special permits that are issued by the Motor Vehicle Administration and displayed properly. Fine-$100.
  6. Driving and parking is prohibited on grass plots, tree plots, loading zones, construction areas or any place that will mark the landscaping of the campus, create a safety hazard or interfere with the use of University facilities. Parking is prohibited on campus roads, including yellow curbs, and adjacent to islands in all parking lots unless such areas are designated for parking. A designated parking space will have at least one of the following: red/white/green lines, a bumper guard and/or a parking meter. Fine-$80.
  7. Parking in a lot or marked space in which you are not designated to park. Fine-$60.
  8. A vehicle must be parked in only one space, leaving clear access to adjacent spaces without blocking driving lanes or creating a hazard to other drivers. Parking in more than one space. Fine-$10.
  9. Parking meters are enforced 8 a.m.- 8 p.m., Monday-Friday. Vehicles are not to be parked in front of expired meters. Parking permits do not authorize parking at a meter. Fine-$10.
  10. Operating motorized cycles is prohibited in the pedestrian tunnel and on sidewalks. Fine-$50.

Parking and driving privileges on campus may be revoked for any single violation.
THE INDIVIDUAL WHO REGISTERS A VEHICLE IS RESPONSIBLE FOR ALL VIOLATIONS INVOLVING THE VEHICLE. IF THE VEHICLE IS NOT REGISTERED,THE OWNER IS RESPONSIBLE FOR ALL VIOLATIONS INVOLVING THE VEHICLE.

Penalties

  1. Students/Employees: Parking Services will send an e-mail notification to the individual who received the parking ticket. Parking fines are placed on the violator’s GullNet account after 10. Fines may be paid online; in person at the Cashiers Office, Holloway Hall Room 219; or by mail to ¾ÅÐãÖ±²¥, Parking Services, P.O. Box 2195, ¾ÅÐãÖ±²¥, MD 21802-2195.
  2. Non-Students/Visitors: As a courtesy, Parking Services will send a notification letter to the owner of the vehicle that received the parking ticket. Fines may be paid either through the parking portal within the first 10 days, in person at the Parking Services Office located in Holloway Hall Room 219, or by mail to ¾ÅÐãÖ±²¥, Parking Services, P.O. Box 2195, ¾ÅÐãÖ±²¥, MD 21802-2195. Fines not paid in the appropriate time may result in the State Motor Vehicle Administration with holding motor vehicle registration renewal and/or submission to the State’s Central Collection Unit.
  3. Loss of privileges and removal of a vehicle from campus at the owner's expense may apply to the following violations:
    1. Failure to pay a fine within 10 calendar days from the date of the parking violation.
    2. Operation of any motor vehicle in a manner as to create noise or smoke, operation which is unsafe or operation of a vehicle in a reckless or unlawful manner.
    3. Parking any motor vehicle in a restricted area (adjacent to fire plugs, access ways for fire and rescue apparatus, reserved parking spaces).
    4. Failure to register a vehicle properly or falsification of information on vehicle registration form.
    5. Violating any of the restrictions on transferring hang-tag permits.

Appeals

If you wish to contest a parking ticket, all appeals will first be reviewed by the Parking Services Office. If further contestation is desired, the appeal will be heard in the District Court of Maryland. To appeal a ticket, complete the appeal request through the Parking Services Portal within 10 days of the date of the ticket. If the appeal is denied by Parking Services, then an email requesting a court date must be sent to Parking Services within 10 days of receiving the appeal denial. The District Court is located in the Multi-Service Center at 201 Baptist Street in ¾ÅÐãÖ±²¥. The District Court of Maryland will notify you of a trial date.
